Advisory Board

Purpose of the Board

The purpose of the Advisory Board is to advise the Mason City Parks and Recreation Board on all issues at the golf course and to give recommendations to the Board concerning the clubhouse, grounds, equipment and management needs. The Advisory Board will always promote the game of golf and work to improve Highland Park Golf Course.

The responsibility for the operation and maintenance of the golf course, except as otherwise set forth, shall vest in the Parks and Recreation Board. The Advisory Board can only make recommendations to the Parks and Recreation Board.

Advisory Board Members

The Advisory Board shall be composed of the following persons:

1. Current Ladies Club President or appointee for a one (1) year term

2. Current Men’s Club President or appointee for a one (1) year term

3. Youth season pass holder age 21 or under for a one (1) to three (3) year term

4. Season pass holder age 65 or older for a three (3) year term

5. Three (3) season pass holders to serve staggered three (3) year terms

(No member shall serve more than two (2) consecutive three (3) year terms)

The following persons shall serve as advisors, but are not voting members:

1. Golf Course Manager

2. Golf Course Superintendent

3. Parks and Recreation Board member designated by that Board

The Parks and Recreation Board shall appoint all members of the Advisory Board. Persons should notify the Recreation Office prior to January 31st of each year if interested in serving on the Board. If an individual is unable to fulfill their term on the Board, a new member shall be appointed by the Parks and Recreation Board to complete the term. Minutes of each Advisory Board meeting shall be posted in the Highland Park Golf Course Clubhouse.

Advisory Board Officers

The Advisory Board shall elect a chairperson, a vice-chairperson, and a secretary, who shall serve one (1) year terms. Such officers shall be elected each year at the annual meeting of the Advisory Board. Said annual meeting shall be held at the meeting in March or such other date as is agreeable to all members of the Board. Regular meetings will be held at the Highland Park Clubhouse each year on dates determined by the Board.

Advisory Board Powers

The powers of the Advisory Board include the following:

1. Adopt by-laws and formulate such operating rules and procedures as may be useful, desirable and necessary to permit the Board to function as a committee for the best interests of Highland Park Golf Course.

2. Fairly represent all cultural, social, civic and leisure needs of the citizens of Mason City and all season pass holders of Highland Park Golf Course. Such authority and responsibility granted to the Highland Park Golf Course Advisory Board includes, but is not limited to, the following:

a. Determine the types of programs desired by season pass holders of the golf course and recommend said programs to the Parks and Recreation Board.

b. Collect and disseminate any information concerning golf course needs and resources. Receive and review monthly expense/revenue reports.

c. Cooperate for the promotion of good human relations and continued development of golf course enthusiasts and activities.

d. Work with the Golf Course Manager and staff in the organization of activities that promote the objectives of the golf course and review the results of those activities.

e. Make recommendations to the Golf Course Manager relating to the administration and maintenance of the golf course.

f. Make recommendations to the Parks and Recreation Board concerning public information programs for the golf course.

g. Recommend such other matters as determined by the Board to be in the best interests of Highland Park Golf Course and its season pass holders.

h. Review yearly fees and make recommendations to the Parks and Recreation Board.

i. Review yearly tournament and outing schedules and make recommendations to the Parks and Recreation Board.

j. Provide meeting minutes to the Parks and Recreation Board.

k. Establish short-term and long-range goals for the golf course.
